Greater Grace Worship Center (1981 – present) Since September 1981, Bishop Foster has served as Founder, Pastor and CEO of Greater Grace Worship Center, Inc. In addition to his pastoral responsibilities, he has functioned as a radio and television producer and broadcaster, founder and president of Greater Grace Ministries, president and CEO of Greater Grace Family Support Services, Inc. and founder and president of the Greater Grace School of Ministry.
California District Council (1963 – 2002) During several years as a member of the California District Council, Pentecostal Assemblies of the World, Bishop Foster served in a variety of capacities: Assistant Chaplain Pentecostal Young People’s Union; Program Coordinator Pentecostal Young People’s Union; Chairman Pentecostal Young People’s Union; Council Editor; Sunday School Regional Superintendent; Executive Secretary, Board of Directors; Member, Council Board of Directors; District Elder; Vice Chairman, Area 3 Council; Suffragan Bishop over Northern California; and Council Chairman.
Local Church (1963 – 1981) Before answering the call to pastor a church, Bishop Foster served in a number of roles at Christ Temple Apostolic Church as Youth President; Church and Choir Organist; Youth Advisor and Supervisor; Deacon; Teacher; Office Administrator; and Associate Minister.
SECULAR CAREER
State of California (1965-1987) – Positions held: Account Clerk; Accounting Technician; Administrative Trainee; Auditor; Junior Staff Analyst; Staff Services Analyst; Associate Governmental Program Analyst; Staff Services Manager I; Staff Services Manager II; and Staff Services Manager III. Responsibilities included: Nursing Home Audits Supervisor; Program Review Team Leader for State and County Programs (AFDC, Food Stamps, Civil Rights); Affirmative Action Coordinator; Chief, Program Review Bureau; Chief, Internal Audits Branch; Chief, Field Operations Branch, State Community Care Licensing (300 staff including twelve regional offices; Chief, Central Operations Branch, State Community Care Licensing (Reviewing and developing budgets, regulations and proposed legislation; testifying before the State Legislature); Chief, State Child Care Ombudsman Program (Responsibility for complete design, staffing and office logistics for new legislation); Chief, State Office of Child Abuse Prevention (managing multimillion dollar contracts concerning the local care and protection of children and prosecution of child abusers).
BLUE RIBBON COMMITTEES – Bishop Foster has served on several high profile committees including: State Black Infant Health; County Black Infant Health; Black Adoptions Government and Church Partnership; and other Community Action Groups and Committees.
CERTIFICATES AND OTHER ACHIEVEMENTS – Bishop Foster has received several commendations and certificates including: Certified Management Consultant and Management Training Instructor; Certificate Accounting and Auditing; Recipient Hugh John Scholarship Award; Life Memberships – National Junior Honor Society; California Scholarship Federation; and Listed in “Who’s Who Outstanding Young Men of America.”
EDUCATION – Sacramento City College; University of California, Berkeley PERSONAL – Bishop Foster was born May 14, 1945 in Detroit, MI to International Evangelist and Mrs. C. Thomas Foster, Jr. He was raised in San Diego, CA and has spent all of his adult Years in Sacramento, California. He was saved at Christ Temple Apostolic Church under the ministry of District Elder Robert B. Holman, Sr. on May 11, 1963. On February 27, 1965, he married the lovely Ethel M. Hamilton. From that union came four wonderful children, David Jr., Michael, Marie, and Audrey, and fourteen beautiful grandchildren.
GOALS AND OBJECTIVES “To reach my potential; to accomplish my purpose set by God; and to maintain, through the anointing of the Holy Ghost, a positive influence upon, and make a difference for, my family, church and community. Specifically, I intend to expand my local ministry and to reach many souls for the Kingdom of Christ. Greater Grace has essentially completed phase one of a multi-million dollar church building project. The completion date for the complete project is targeted for summer 2004. We are looking to expand our radio and television broadcasts to regional, national, and international markets.
It is my desire to expand Greater Grace Family Support Services, Inc. beyond its current focus of community feeding and clothing programs, tutoring, training and referral services, etc. to a computer lab, skill center, and community education and resource center with a full-time paid staff.
Greater Grace School of Ministry is in its second year of operation and the school will be expanding to include modules for pastors, church leaders and church administrative staff. I plan to begin a career in writing this summer. However, more important than anything else, I want to walk pleasing before God and to be recognized as “a man after God’s own heart!“
